I guess so, has to be a reason for such a lenient punishment.

there were 10 charges but 9 were dropped prior to the hearing

with no priors i doubt anyone would have received that much harsher penalty probably because he was drunk and provoked i dunno

Haha, never said they could? Just saying the fine isn't as big a deal because he's probably on like 200k+ :P not many 21 years olds out there are on that!
