Quick question - If one of our utilities is a late out, who replaces them? I'd assume it would be the first named emergency, but seeing as we have to name an emergency of each position, for most people it would be the defender as the first emergency?

First named emergency is the one taken - That is why i specified earlier in lodgement threads the need to name emergencies in priority order for this reason.
