At this point it looks like SA and WA/All Stars will fill an 18 league so it would be good if Vic can do the same so we can get this inter-league comp working well. I guess if Vic can only fill a 16 we could have byes or whatever.

Don't think you have to pay, there's an option while setting the league up.
