Yep. To introduce a new show, you have neg vote a show currently on 1.

I don't really see the point in downvoting it because you don't think it's the best show ever. Especially if you actually do like it. This is a community thing, so everyone will have different opinions.

The point of the game is to create a list of the top 100 TV shows of all time. As you said everyone has different opinions and my opinion is that Scrubs should not be top 10 let alone number 1. The Wire is routinely listed as one of the best, if not the best show ever made yet it has been knocked out 3 or 4 times from the board already.
