That would be the case as you are able to nominate rookies.

Awesome. So I could not elevate players and still take 3 rookie picks if I wanted.

Think this is the fairest way given the number of picks people will still have available.

All teams will have the picks currently allocated to them in the three rounds of the national Draft providing they have that number of vacant positions.  For example some teams may not have 3 vacant positions for three rounds.
