The mandatory requirements you mention are already in place but being abused. If meters aren't working logbooks must be kept until the meter is repaired. Fines are applicable for these breaches. There are many regulations to abide by implemented by the MDB and it's vital these are adhered to to know how much water has been taken. Here lies the problem a large number irrigators simply are not following any of them without any consequences.

Burren Downs took 1billion of litres without metering or records, 3 times Burren Down have been caught taking water they were not permitted to take. Clyde cotton took 5 times their allotted amount. Not one meter found to be working along the Barwon/Darling river system investigators could find and when they pushed further north they began to become stifled in their investigations and slowly disbanded down to numbers that are useless for policing along such a large river system.
You would of thought many many fines and imprisonment but sadly very little to none considering the scale of breaches.

Just another example of weak government and people exploiting it they know they will only get a slap on the wrist even if anything is ever done this is so common in everything in this country and getting worse , our current politicians are a disgrace and really have no idea what they are doing if Australia was a company it would have been wound up a long time ago
