Don't think so but you can set your preferences if you can't make the draft.

if the league isnt full one hour prior to draft time the draft wont happen

The league will be full - I will make sure of it.

Also, draft timing yet to be confirmed as all team managers will be sent a poll once league is full to negotiate the time that suits best.
