Presuming you are talking about the SC Draft game and when it chooses the order, it happens when your SC Draft league fills up with all the coaches (you can view it once it happens by clicking on the "League" tab on the left). The order will be locked in place at 2hrs before the draft. Before that time, the commissioner can change the order if you are doing something different to choose the order.
