No, sorry Jay, the emergency rules are (in simplest form):

1 --> Player replaced from interchange if possible, and first preference emergency goes on interchange.
2 --> If this can't happen due to positions, an emergency with the same position replaces
3 --> If this can't happen, the first preference emergency replaces at half points.

Luke Brown falls under the 2nd category :(
