Captain Loophole still availble?

Have they patched the captain's loophole, seeing as it can now be done every week? They only candidate i might have in my team for Rnd 1 is Rowe, ATM i only have him DP but if he doesn't play it means i can put the 'V' on Cox, Walker, Jacobs or Dangerfield who all are capable of going big.

So i'm very interested to see if there's been any recent news on this, Thanks Hawkers!
