Isn't there allowance to upgrade a rookie prior to season start or by a certain round no / then in 2nd 1/2 of season another?

Know that for a LTI you can just a query re this ^^^^^^

I just dont see the point of picking up a quality player like that and not playing them especially at a club rebuilding like Port. Collingwood originally wanted him but he ended up going to Port.
