It's just the majority of us don't want another comp.
If people really want teams then they can go get one in one of the four comps.
Ive only seen 4 or so people without a team that want one? 4 will open up by season most likely.

This is true. Asian has had like 3 pass downs and Euros has had 4 since last season. Also Worlds and British have had people moving on. I hear Pickers has offered co-Coach role like I did in British. So if you want a team then I would ask him.

personally i'd love to be apart of the initial selection of a team it's a bit different then just taking over a team or expansion teams

if you are introducing a new comp then i would only make it available to new coaches thar dont have a team in other comps so people dont miss out.
