For the four team remainings, if don't receive list lodgements, will assume that only the forced delistings are the only delistings.

This works out fine for Buenos Aires, Pacific (though they would forfeit there last 3 picks) and Wellington (would forfeit last 2 picks), but PNL is the bigger issues - I'd have to delist 4 extra players (last 4 drafted last year) and they'd receive no picks.

Yea mate the 41 players is prior to the 5 rookie picks.  So you have to select 41 players including International Draft picks then later on as per rules we have a rookie draft to fill team.

Ok I see you've now taken the rookie picks out of your list, but why hav you delisted nat picks? That makes no sense since you only have a list of 36 players. After the international draft you are required to have a list of 41 players...
