Why would you play your best team in the super cup, in fm I always take it as a week off so all my players can get all their fitness back, still win some.

Chelsea didn't tank it, they played their full first XI. United and City played our reserves for the ucl last year, as we do every year, just the one time our resreves ain't good enough it's brought to the public attention.
