theres little to no risk for the bookie,, irrelavent to whether swans make top 4 or not..
  basically very few people will withdraw their money win or lose, so from the bookies perspective 80-90% of punters will leave the money in the account and most will just lose it later on.  if by offering the bet he gets an increase in accounts opening its well and truly covering any potential short term lose..(the likelyhood ofcourse is that swans wont make top 4 anyhow).
  the other thing is getting people to do the first deposit(since thats the hardest one, i.e.trust, signing up etc.) once they have an account they will be more likely to keep using it..

Because Tom Waterhouse is affiliated with Sydney Swans ;)

As UTM said, he is going to make a lot of money from it with people signing up for accounts and then continuously making bets from it. If Sydney do finish top 4 he will lose a small percentage of money compared to what he should be bringing in with all the new accounts being made.
