why is the forum default time a day ahead of aest?

as it's 24 hours, i can't make it read right with an offset even (exceeds range)!

technical explanation is ok, but plain and simple obviously easier for me and others.

sorry if this seems too dumb a question - i just can't see the obvious answer atm!

My say is from last year 2008, the daylight savings day. This clock would have gone straight to march 1st when it would have been 29th february.
