Ok, how about something like this:
(how many new people are there this year?)

-Top 2 (or 1 depending on 4 or less new people) player/s byplacement overall from last year stay in.

Then random number generate the rest, person who gets picked out is unfortunately kicked out but has No.1 queue spot for next season?
