Reseting the polling would mean that all the people that have already voted would have to vote again. What would be the point in that?

Well voting for 1 person will see a scatter of votes. And seeing as the pool of nominations and quality users have grown over the years, the number of votes was increased. And the amount of votes probably still isn't enough considering how many most want to vote for :P.
