I really dont know whether we should target him or not (not that it's my decision :P)

On one hand the benefits of a lead up FF would do wonders for our forward structure
On the other hand is his off-field antics

Which one outweighs the other - I have no idea.

Better make sure you keep him away from the people who were involved with Cousins, Gardiner & co. Those people in the west will lead you astray... We all know Fev doesn't cope well with distractions :P

He was (to a degree) but Fev is by far a better FF.

He was (to a degree) but Fev is by far a better FF.
but you're not really wanting Freo to take the dangerous gamble on FEV though are you??  :o

Not a lot of risk involved if he is on a minimal wage.

Like I said earlier there is risk involved because of his off-field issues but if those can be controlled then I think the positives are significant.  A 60+ goals a year FF.... how many teams would jump at the chance for that.  For $50k plus $6k per game (22 games = $182k) it is little risk financially but a big risk for the brand if the off-field issues take over.
