Same as Q, he's not open now. If he's currently Acc/Acc, maybe at a stretch he could make Expert in one skill.

there is still awhile left in season though. In decent youth academy he could be expert and half way to Outstanding. Personally think its a waste of money

He is Acc/Reli with good secondaries. Btw cookie my youth and senior academies are good with Good YA and Superior SA. :) I also have 820k left and buying up 19,20,21yr olds as seen by my current squad.
