Formation? 3-5-2 I assume. Captain and VC? Sub orders?
Alex will be fighting for a spot. I am staying away from Chelsea defenders, until I see their first couple of games, or until someone gets injured for the season, because then it will be known who they will start, or we will find out that they will rotate every week, then it would be just too much of a risk to have that much money on the bench.
Walcott and Bale... Not the biggest and most consistent scorers. Walcott is better, but will now fight for points with his team-mates, and Bale especially isn't a good fantasy-scorer, but a good player.
Simpson is risky, because we dont really know which Newcastle defenders they will play, so we will have to find out after r1; however, because he doesn't cost much, we wont really have the problem of wasted money.
I personally am not sure on Carroll at Liverpool, but keep him if you think so, thats just a personal thing for me.
Do your research on Holt to find out why you have/want him. I'm sure for 0.5 or 1.0 more, you would find someone you know is good. And do the same with Moreira.

Chelsea you know the core defenders in Terry, Cole and Ivanovic who WILL play when full fit. They have proved to be great down back so why mess with a good thing? :P.

I disagree with Walcott over Bale but that's just me. Walcott tend to be way more inconsistent while Bale does tend to end up on the goal sheet more often than not (before he got injured last season I believe). He is a good player and is a good fantasy player. In the past he's been placed as a defender and with Tottenham's woes down back, he didn't keep a whole lot of cleansheets. His move to the midfield in the game made him more appeals 8).

Barton who knows depending on where he ends up (Free Agent now after being booted). Rodriguez, Meireles and Henderson not so sure but on the fringes. Adam should get in ahead of them and Gerrard when fit. Not certain on Liverpool so don't quote me ;). Kalou is more of a surge of energy off the bench but has started a few games. Is risky as he doesn't start alot but his knack for a goal is AWESOME 8). I like Brunt (has him last season) and he's certainly in West Brom's starting XI with his goals/assists coming in real handy.

If Barton stays at the club, he will play, but is slightly unfit atm, but should play.

According to (-my secret site!-), the Liverpool line-up will look something like this:
Reina (6.5m), Fabio Aurelio (5.5m), Carragher (6.0m), Agger (6.0m), Johnson (7.0m), Downing (8.5m), Gerrard (11.0m), Lucas (5.0), Adam (9.0m) /OR/ Kuyt (10.0), Suarez (9.5m), Carroll (10.0m)
That will answer your Liverpool dilemmas.

Brunt will play.

Doubt Kalou will play every game. Will struggle to make the best 11. But when he does play, he will be good. I dont have him though because of his bad job security.

He'll play and is cheap and is very good. Shame though he is a DM, and wont be in many scoring involvements.
