cook has 4k+ in spare ratings and he has been training batting and batting tech. So now do you see how. Hello checked it last week and i was right

He does have 4k spare ratings ;). But it's not an exact science on how much are in Batting and Tech unless you've kept count. If you've been training him for a little over 2 months in one stat, should pop soon. Then a month or so on the other and that'll pop as well. But very hard to judge unless you keep tabs on the pops and all.
