Should i be looking at downgrading rookies that are not playing i.e cam rich or downgrading someone like luke tapscott or brandon matera who are peaking in price at the moment.

I'd prefer to see you go Tapscott/Matera > Rookie and wait for C. Rich to make more money, not worth trading him out, very little gain. If you have peaked cows, trade them... PROVIDED: you won't be getting a doughnut for doing so.

Yeah I'm giving Tapscott one more week then most likely moving him on for Lynch from the Gold Coast. Surely Richardson will get a game in a poor side.
