Ok for all those concerned we have a total of 33 teams meaning that groups is the simpliest way to do it (thanks for the idea luigi).

The way it will work is the following:

Round 1

Group-Stages
Group 1 Group 5
4 teams 5 teams

Group 2 Group 6
4 teams 4 teams

Group 3 Group 7
4 teams 4 teams

Group 4 Group 8
4 teams 4 teams

The group stages will run over a 3 week period. Top 2 from each group will advance.

Qualifying-Finals
Game 1:W G1 V RU G6

Game 5:W G8 V RU G3
