Looks like I should probably focus more on fielding then..most of my team are good bowlers/batters but crappy fielders.

haha, it's the skills relevant to the division. I'm Div 3 all round, and probably promoting to divsion 2 in One Dayers, so outstanding fielding is probably middle of the pack, maybe on the higher side. Div 4 and below capable/reliable as an average of your squad should be enough.

Also, I don't let my players get more than outstanding in batting, bowling or tech, as it keeps the wages down and i run a large squad.

Yeah, there shouldn't be any need to take anyone over outstanding primaries. And as for the 14 players, there's no real need to go over that. :) You seem to know what you're doing though.
