That's what you should be doing with him at this time in your stint until you get a Youth Academy up and running. You can use the cash for senior players or Senior Academy investment.

Not at this stage of your development. Probably transfer list him at 50k and see what bites you get. Your focus for now should be on seniors so any youth worth more than 20k you should sell.
