Anyone can report anyone for anything. It's the Admin Team that deal with it and see if there really is a problem.

It's not the overpay that is the issue, it's the bidding history on the player and how the overpay is achieved which determines if there is an issue  ;)

No. What I meant was the admins can check the bidding history of a certain transfer for the entire 72 hours it is on the market.
