If you can get 3 pops in 9 week to get his fielding to average (rest of season on fielding training).  Then you might be able to get him to accom/reli.  You wont have to waste any training on his secondaries as they are already avg/avg.  Hopefully you should pick up a pop in endurance while primary training for 3 seasons (17yo, 18yo, 19yo)

The same player in a lavish academy should be able to get to exp/accom.  So basically you will be 1 level in each primary short of what he could get - but will should still be a solid player for you.
