I bought an accom/exp RF for 28k. This guy should be cheaper than him.

i don't want to spend any more than 10k but his strength will need to improve as soon as he gets to my club if he makes it

You can work on his primaries this season and his power next season as it gets trained faster when they get older.

i need a genuine fast bowler though asap. I have strategies with spinners but my quick bowlers are not genuine speedsters.

Not much on the market atm when it comes to fasties. I've been looking for one myself . They must be rare and everyone wants to keep them.
