Yeah. Reesbr and CF already know but might as well post it on here so everybody can use it.

Go to their forums and look up player predictions (Forum tab, then English forum). Has a bunch of thread and some people will put up lists of upcoming league analysis rating predictions in which you can get a good idea on who to get who will go up.

Yeah it is costing me 11 mil for Khedira, but I don't mind since he is valued as over 20 mil by my chairman.
Wish teams had made offers for Wilshere and Coutinho before Khedira went up :(
