Well I would suggest selling Kennedy, Matic, and Greco. That should get you about 11 mil, possibly more.
Looking at your team since you have Vela, Owen and Santa Cruz you should play a 4-3-3 cos they are your best players. So you should set up like this to start:

Giovanni (80)
Elrich (80) - CB - CB - Aurelio (88)
McKay (80) - Roberto (80) - CM
Vela (87) - Owen (89) - Santa Cruz (89)

So obviously you need to pick up 2 starting CB's and a CM.
Looking on the TM you could buy the CB's Rodrigo and Carrozzieri who are both rated 85 for 2.9 and 2.8 mil respectively. Then for a CM you could pick up Dumont for 2.9 mil, he is also rated 85. That gives you a good starting base of a starting team who all rate over 80, and leaves you a bit of money to improve your backups.

Also when Owen and Vela stop being transfer banned you should sell them then buy cheaper players who are rated the same and improve the rest of the team with the money you make
