Well say your academy is currently at 7.73 (which would make it a superior academy), then a 0.03 increase would take it to 7.76. Each time you get to a whole number it increases/decreases ;)

i had my senior academy on enough money to be steady and it plops to superior down from 8.00 to 7.96  ::)
