That talent is just as good for a medium as it is for a fast bowler BB. Jirongo has Swing talent, and that's the same for all seamers...

His fielding isn't great for a 24yr old, and it would take ages to get him to capable (which is my benchmark for players). Although this is offset by his capable batting (relaible summary). Other secondaries are ok and reliable experience is good too. He also has 4k in spare ratings.  If I was going for him I would go to about $300k and no more than $325k as he is only a medium.
