I understand this concern, however I now see it as a tactical process to, where possible, prevent another coach from sweeping the fragment pool or drive prices upward.

Just following on from this, I had always planned to auction fragments at some point post-bye, perhaps this would be better suited for pre-bye in UTG Season 5? Allows trade etc. and decreases the likelihood that someone would have already completed a fragment player prior to the auction of the fragments.

Def pre bye as it opens up better trade period or auction fragments but not whole player. Especially thoses already completed by others. There is definitely tactics in the game to get or stop others, drive prices up etc.
