Correct, fragments can now be obtained from other packs, but were not available PS due to administrative reasons - plus there was no use for them in Round 1. A fragment has the same likelihood as being pulled as a gold card, however you are significantly more likely to get a fragment than a specific gold card eg. Luke Hodge. For example, a specific Rory Laird fragment is roughly 4-5 times more likely to appear than Luke Hodge. Furthermore, any Rory Laird fragment is about 16-20 times more likely to appear than Luke Hodge.

Correct again, a fragment pack contains 1 guaranteed fragment, and 5 random cards.
