Think a bit of both does not seem as many leagues full when GL locked them out , I finished up in platinum with a 2970 ranking  ::)

Locking 45 days out from the start of the season seems pretty silly... but then I looked back to last year and the lockout was even earlier!  So yeah, must just be everyone having a down year..
