Am I right in saying Burgoyne in as OOP ruck for 35 (assuming Spencer doesn't play), Mackie replaces Libba and Menzel replaces Dunstan?

Burgoyne & Mackie come onto the utilities and Menzel will be the OOP ruck. Preference is given to emergencies who can fill in spots without penalty, then after no other option is available, the next preferred emergency is OOP.

There's also the rule where if you have two or more emergencies available to fill in a spot without penalty (usually a utility) whilst the other has to be OOP, then the lowest scoring emergency is chosen for OOP regardless of preference. Either rule applies here.
