I find it odd teams don't get culled more easily seeing as the people with duplicate teams would likely use the same IP at least once. Particularly those who use the same details on multiple accounts.

I'd guess it isn't strictly enforced because it'd probably get rid of 10% of the community and there isn't a great deal of downside to it sans actual prize winners. 

Then there's the issue of trying to deal with the 2nd teams which are teams of wives (and husbands), dogs and all the like.

It could be far more strictly enforced and it wouldn't take a great deal of resources.

you cant ban people who use the same IP. how about if people share a computer or in some instances i have had my friends look after my team when i was away or vice versa for captain loopholing.

Of course.  But most people who do cheat the system use the same IP.  It's easier to filter out potential candidates and then check through the details they signed up with (eg sc.email1@domain, sc.email2@domain).  Some people don't even bother trying to obfuscate their identity.
