I would like to see where this rule is stated because why do we bother having rookie lists in that case? Does that apply to every round or just bye rounds?

I thought it was for LTI, Sackings etc. Would prefer to keep the Rookie list myself. In the situation myself with Swan, & only just now getting a couple of players starting to get a run.
