Choosing players for fantasy team

Why are people putting many players on field of fantasy teams that may not play ?
I'm new to this

Just to explain probably a little.  The aim of the fantasy game is win as many games as possible for leagues or if going for over all to get a fully competitive team as quickly as possible.
With the cap restriction it is hard to get this so you have to trade to get the players in.  The only real way to do this is to pick these rookie priced players d to make cash and then downgrade and upgrade to the premiums.  A lot of the players you see in teams are rookie place holders and these get firmed up once the rookies are known to be playing.
