Just an idea..
  Some are wanting the Clubs to stay the same and then there's having a re-draft to balance out the squads and give the Coach more a feeling of ownership.

How about you have a little of both. Two Coaches get given a Club, they select (let's say)ten players from their current line up.
   Then the remaining pool of players get re drafted.

That way the core group of each club stays the same and the new Coaches can still personalise their squads to some degree?
