Well your immune system doesn't work as well if you're cold but here still has to be a virus present to catch one.
Just being cold and wet won't give you a cold

No being cold has nothing to do with getting sick whatsoever, unless you're talking about hypothermia.

Wet exposure to pathogens is much worse than dry exposure.
