I think it is the changes to the vet list/allowed rookies

I know a couple years back we had no vets so we were allowed to elevate a rookie before the season without having any LTI's. I think they may have changed it to if you have one vet you can elevate 1 rookie if you have no vets 2 rookies. I can't be F'ed looking for it now but that could explain a bit

Finding the actual rules on elevations is ridiculous. I remember looking around for ages last year without luck.

Considering how bad his disposal was and the amount of UP's the 123 from Harley is pretty impressive. Berger would have got a nice boost from the last goal as well.
