BARTS vs BIG COX!!

Barts vs Big Cox!!
A big prob i have had in choosing my team this year is Cox or Bartel....
If i get Bartel i can only afford Hille and Sandilands. If i get big Cox i can only go as high as $399k....so maybe Black/Goodwin/Palmer etc. (would then have Cox and Hille). Is it worth having the 2 best rucks or the best player in the comp (with decent rucks)?? Or....should i just free up enough cash to make sure i have both??
Are these two absolute locks in your team!?
