Lockout HELP!!!

Hi, I have a mate who has joined my league, but still has an incomplete team. Unfortunately he is away until early next week so will be unable to field a team until then. I was just wondering, as it is a partial lockout, will he still be removed from the league or will he be able to make his team next week? Thanks
