Byes is not an issue, though Waters would be slightly better given opponents in league.

Waters very consistent 80+ scores every week so far goes missing sometimes but does junk it a bit.
He is also playing up the field a bit has kicked some goals this year.
Scotland not as consistent lowest score 79 highest is 124 so he has a higher ceiling than Waters
He also can go missing and also junks it probably more than Waters also goes up the ground and kicks goals

If you want consistent scores every week Waters otherwise go Scotland.
