whos more of a keeper out of maguire or waters? im looking to upgrade one to duffman this week, leaving kennelly on the bench till he comes back

I would get rid of Kennelly.

Maguire's average is higher and is capable of getting more big scores (100+) than Waters...simple.

Also, I hear that Water's role has changed and that is affecting his scores, but I can't really elaborate any more on that because I haven't been following him (got rid of Waters a few weeks ago).
