Maybe wipe slate clean for start of season and then take seasons record into account for subsequent offences. As was said earlier why should a minor offence say Rd 1 draw a different penalty for someone with a clean record.
Anyway my personal opinion. and you can disagree, serial offenders usually attract more attention from umpires anyway,

it's not actually because they're a tosser, it's because the previously imposed penalty failed to stamp out their dangerous behaviour so the logic is that increasing the penalty will increase the motivation to not be a twat.
