Cox between Ruck/Fwd in Partial lockout

Does anyone know, or from previous partial lockouts, can I move Cox to my Forward line onfield or Ruck onfield once he has played.

For example if I have him in my Rucks, then next week if Blicavs gets named, can I move Cox to my forwardline and Blicavs on field? via the Rowe link.

Then won't have to field a lesser scorer in my Forwardline who most likely will score less than Blicavs.

Or does Lockout, lock the players in and you can't move them at all? I am assuming this. Which limits possibilities of fielding the best possible side.

The split round is a real in the you know what for us. I will be playing it safe, may cost me some points but what can you do.
