I've heard this theory in other fantasy games.  It's a nice idea, and makes the cheaper players seem very attractive, but it doesn't actually make a difference to how you score.

The better way to develop a team is to pick plenty of rookies, who, given their basement price, will score higher per dollar than premiums.  Ideally, for finals, the best team will be a team of guns and rookies.  The problem is that it's difficult to pick a lot of rookies who will consistently play games and score well.  It's a little easier this year with three rookies on the bench though.
